Who pays Who?

This is a big doubt of mine.

When film songs are played on television, say on Doordarshan's OLIYUM OLIYUM and on KTV's FILL-UP, who pays who?

Does the producer pay the TV company because the song publicices his film, or the TV company pays the producer because they are selling the songs to them?

  I think the film mafia pays them to play certain songs and beats up people when they don't play the right songs.

  Usually the distributors of the film/music provide the TV station with promotional material at no charge. Most videos, film clips or music that are aired on TV are distrubuted for promotional purposes at no charge to the TV station. The producers make money from what the distributors sells to consumers. TV is just a way of advertising to the consumers who watch the show.
  
  This is also good for the TV shows, since they have something that people want to watch. The TV people make money from commercial advertisers. The TV puts on content that will attract people to watch their shows, such as music videos, and advertisers pay the TV people to air their commercials during their show.
  
  Let's say you start your own TV show on cable TV, you can ask the distributors/producers for music videos, and they will usually be happy to provide them to you at no charge. But if you don't have a TV show, you have to buy the videos or music from the distributors like everyone else.

  I am pretty sure that producers have to pay for broadcast charges for every trailer even if it comes in those trailer time shows

  Maybe Indian TV does things differently, remember, I'm an outsider, but usually with variety shows the movie/music producers do not pay unless they are for commercial advertisements on TV.

  Still I wonder why Doordarshan airs only songs that are over a month old, and that too, repeat the first half of a song twice, instead of airing the whole song :D
