I don't think they are doing for any other factors. If this is the case there are several factors involved in it. The population has increased but at the same time because of Television theatre attendance has been reduced. We don't know whether one cancel the impact of others or not. The variables are too many and too confusing to deal with, so they are just using this standard formula.
